I don't understand what you mean by "a scientific article not a paper." Does the article express your opinion about a scientific matter? Please explain the kind of the thing the article describes to get appropriate advice.

I think you want to publish a general article other than a research publication. Journals only publish research related papers. So I think it is better to consider some popular magazines in your field.

If it is possible to organize your experiences with present scientific findings and write critical review, you will be able to publish it in a journal.

Science related magazines will be another option for such a publication.

Before deciding the course of publication of scientific article ,it is desirable that the writer must find out the magazine of scientific publication where he should initially discuss his inclination for the publication in the magazine for which he should first confirm with editorial board or other member of the publication roots .

There are certain newspaper,under a wide circulation ,where in the paper involves a publication of scientific article & also the research contributory publication in a one of their weekly circulation in the separate circulation .This may give the scope of publicity of the article .

This is my personal opinion
