Platinum on SiO2 is adhering very well - provided you sputter it. (If you need thicker layers, you could sputter an initial layer of 10 nm (and beyond) - continuing with vapor phase deposition if desired. No need for some pre-coating!
We once used platinum to get a gold layer to adhere to SiO2, Si3N4 and TiN. On all of these substrates adherance was perfect for our needs (including high-pressure water cleaning following the production steps). Where Pt was underneath, the Au was perfectly bonded to the substrate - up to the point that some "rest rings" of Au with no Pt underneath tore off exactly at the boundary between the areas without / with Pt underneath during high-pressure cleaning.
