Recent studies link safety culture to organisations' psychological factors in the areas of leader and personnel behaviors. Commitment of the leadership will determine overall organization culture.

The key feature is to teach and maintain the protocols of Universal precautions and specific lab precautions right from day one of learning about laboratory medicine and its procedures . The Technician should be trained like senior nurses who are so particular that even surgeons who do not follow the strict aseptic precaution and proper dress and scrubbing they ask them to go out of OT area.same strict strategy to followed by them in Labs too. 

The situation you are describing is dealt in a discipline known as " situational awareness".  As a simple example take a footballer. He needs to know what is going around him  in order to be effective, which is the same as an experimenter needs to know what is going around her/him to stay safe.  An extreme example is the battle ground, what a soldier must do to stay alive? I agree with previous colleagues regarding leadership and a focus on transactional management. Additionally, in my experience, there are specific issues of overall safety perception (H&S gone mad!) and I deal with this in teaching as a 'threshold' concept. I'd suggest a training programme that addresses safety perception, leadership and transactional management (focus on following safe procedures). This could be backed up with a specific programme of behavioural safety - rewarding good practice and addressing the poor. Any improvement in safety climate and/or behaviours could be measured using appropriate metrics (e.g. safety climate questionnaires; behavioural safety - decrease in number of poor practices noted).

(1) Look for negatives in the general culture.  Do the post-docs treat the technicians as inferior?  Do the technicians resent the academics? Do people from Lab 1 never speak to those in Lab 2? Do senior people think they can just borrow without asking?  If you can get a general "we are all in this together" attitude, then you can get people to be conscious of their mutual responsibilities.

(2) Ask people what would make their jobs easier and safer.  Are there any simple things (e.g. rearrangement, some equipment) so that the safe way of doing things is the easy one?

(3) Clarify who is responsible for what at any time.  Rotas are a good way of both spreading the load and making more people appreciate what has to be done.

(4) For new people, get someone to show them the correct safe way to do something in this lab and get them to demonstrate it.  Do not accept their word, or "we always did it this way in...".

(5) In planning experiments consider carefully waste disposal and possible interactions with other people and experiments before going ahead.  Don't just have some equipment and material arrive which compromises other work.

Dear Mr. Deshai Botheju...Thanks for ur question....referring to the previous responses from dear colleagues , it is agreed that  management safety commitment ( policy, practice,priority and resource allocation for safety based on identified risks) and safety leadership  might lead to higher degree of safety performance. Besides, the behavioral facade of safety in terms of safety participation of the individual /group and safety compliance are to be taken under consideration. Again, there should be safety inspiration, safety knowledge transfer and safety monitoring from the supervisors. And to build a better safety practice collaboration among and within work groups are vital too. Finally the pressure of work leads to skip safety considerations at work.
