New materials require the least amount of work.  Shoot and look as you replace one material into an existing design to see if there an improvement.  The system approach requires an understanding on what interactions are taking place between the armor/penetrator.  Understanding the interactions allow you to optimize the performance on the materials within the system.   This is much harder than the shoot and look approach.  Re-discovery of old technology is the result of finding new uses for old approaches.  However, we are generally rediscovering them out of necessity rather than maintaining a corporate memory over multi-generations.  Innovations is the hardest approach.  Technical creativity is very rare in this field and is often seen as a threat to those in power who don’t understand or fear creativity because they rely on the other approaches to maintain their position.  In this time of need and tight money which approach or combination of approaches will dominate?  And why in your opinion?
