There are many strategies that can be used to protect civilians during war. One of it is the establishment of " safe zones" where civilians can seek shelter. No fly zones can also be created to prevent airstrikes and other military attacks.

The best preventive measures of the effects of war on civilians is for a state to prevent themselves from all actions that can spurs the aggression of other state which might lead to mass displacement, harassment of treasure vessels (women, ladies and girls), child military among other things due to confrontation between countries
