I want to write a good review based on my results and the literature. However, I do not know which tense I should use? Is it dependent on journal I have choose?
I agree with the previous opinions, but i really believe there are some regulations:
- Always use past to discuss the results of former studies.
- Always use present to present your research question and in illustrations captions (This figure/table shows)
- Use present tense to express to current literature trend or consensus.
Otherwise, it is a matter of understanding your data and putting them in context. When you finish your draft, leave it for a week and then read again; you may feel that changing a tense is more suitable.
And when you finish, pass your draft to a more experienced writer to revise it before submission.

The writing of an article in the social sciences and the sciences should be mostly in present tense and as objective as possible (avoid sentences such as this" In my opinion..." and instead use "the current thinking is..".)
