I’m conducting a study where I have two ivs (gender and level of depression/anxiety) and two dvs (answers to two separate questions with a score range of 1-5) and I’m not sure which statistical test to do.
i can look at just the relationship or use a prediction.
I thought of a one way repeated measure manova but my data is not over time or between treatments etc.

It depends on whether the two DVs are correlated or not. If they are it's much more complicated.. David Booth

I will add to the previous responses by asking whether you have two separate univariate questions or one multivariate question.
Let me also highlight that both DVs are categorical with 5 levels. I gather they are ordinal, is that right?
What is the sample size?
