A jet of air with added 1 percent of water by mass will have only a small volume of mixture occupied by the liquid phase. Although it can be assumed that the air water mixture have same viscosity as air alone, I am interested in finding a effective viscosity of the mixture in this case.
I assume, you have dry air and add a quantity of water resulting in humid air (no droplets). An online search of "viscosity humid air" will lead to a number of resources. Here is just an example.
You've got yourself an interesting subject there. I did a quick search and found that the mixture of water droplets and air is considered a non-Newtonian fluid. I suggest an online search of keywords such as "water aerosol viscosity", "fog viscosity", "dispersion viscosity" etc.
I found a reference to the work of the authors A.V. Shavlov and I.V. Solokov (et al.) "Viscosity and electric properties of water aerosols" and "Viscosity of water fog". I did not find any pdf version, though.
