I know that there is a non-existence of local maxima for such calculations. The electrostatic potential map was developed based on atom properties (not via continuum electrostatics). You may also know that ESPs can be generated for individual, global as well as explicit definition of minima and maxima. I am asking about the last type.

Are you asking about display (rendering)? Why not just scale between all ESP-values (to display) and assign an arbitrary color profile? If these colors come out too strong adjust them to your liking.
For comparison purposes scaling the optained color values to those of another object is of course still possible.
Or did I misunderstand that question?
