The authors often go through the plagiarism check from their associated institute or through individual logins during submission of the manuscripts in IEEE transaction/journals. No such guidelines are given on the IEEE website for plagiarism checking and what should be the settings for matching words. For a clear understanding, please provide an appropriate response.

IEEE recommends a 30% similarity threshold to identify submissions that should be reviewed for possible problems. Submissions that exceed 30% similarity will generate an email alert from CrossCheck (or the vendor's submission system) and will be sent to the publications volunteer and the IPR Office.
My suggestion is plagarism should be less than 25%
