I think for practical purpose, you need to consider the location, costing, amenities, courses being offered and others.for professional purpose, consider the performance rating in the local and national board exams (if applicable)and employability. Faculty and facilities for a conducive learning environment should also be considered. And of course, world ranking if possible. How does the university fair in the world competition and achivements can also be included in choosing a university. But in the end, it is all up to the student who wants to study.
