Generally we take a 10-15 year return period of rainfall for designing the drainage system. But again there are different standards for different countries. Moreover, it again changes based on the residential area, commercial area and industrialized area.
I would appreciate if any of my fellow researchers could provide me some literature on this.
Are there any guidelines available for such studies under Indian conditions?

The return period is chosen by the designer, in consultation with the owner, following established hydrologic practice. An assessment of risk is paramount to the selection of return period. Table (in attached file) may be used as a guideline when used in conjunction with local regulations and experience.

Selecting a return period is based on your aim and method. For choosing a return period, you had better study different articles and books to find a strong reason for your choice because other will ask about that.
METHODOLOGY

-Preparing drainage map of the study area;
-Preparing rainfall map; --Flood routing of the study area;
-Preparing S-curve of different zones;

-Design of sluices and other regulating structures in the inlet points to the out fall drains;
-Design of drainage channels to prevent flood and land use.
