All questions mentioned are important. However, one need to look at own competency and capability before taking up particular research work. One need to have passion for the same.
For crafting a rigorous and purposeful research paper, one should follow several steps:
1) Getting organized. Before planning your research, we should increase our knowledge of the topic we want to investigate by using various resources such as the internet, libraries and consulting informed and knowledgeable experts .
2. Making a workable schedule. Preparing a list of the works we want to read, and get our materials ready just before starting to write our research paper. We should allocate our time ,according to the expected dead line, for various activities including reading, researching, planning and writing.
3) Thinking of logistics. The materials, equipment, and likely requirements needed for staring the research project.
Whether the research topic is feasible? Attempt only feasible ideas, which are simple, viable, and with clear objectives.
The topic must be practical: Never venture to take a work that is simply impossible to carry out in the prevailing circumstances.
Novelty of research topic: Find out whether the research topic is a new problem or duplication of previous work.
Consider the expected results: You must understand that any result is worthwhile, even if it is negative! However, it is important to consider the prospects of producing research papers based on the study!
How much time is available? Do not be over-ambitious; develop only those projects, which could be completed within the period stipulated as per academic requirement or as specified by the funding agency.
Statistical treatment: If the proposed work involves complicated designs and analyses, it is a good idea to consult a statistician and seek advice before the start of the work.
Assess your competence to deal with the research topic: You should do a thorough analysis, and decide whether you have the competence to undertake the project. You may land in trouble, if you simply dream up an idea in which you do not have enough competence expecting others do all the work!
Explore the possibility of getting grants: This is important, if your institution is cash starved and not capable of funding the proposal. Think whether you are able to mobilize funds for the idea in your mind from external sources.
In addition to the five answers provided above, the researcher needs to be ascertain of the followings too:
What is the nature of the research; is it adaptive research, that you are using the same methods in another location/environment? Is is a novel research approach in which you are trying to look into the mechanisms of what is happening in a black box?
What is the minimum and/or maximum duration allowed for deliverables if it is a funded research work?
What is the scale of the research? Is the research meant to solve local community problem or the solution is targeted to solve industry problem? Is is targeted at contributing to knowledge in a particular academic field of study vis-a-vis developing a new theory?
Does your organization support the research? Is there a reasonable chance of success? Does it build on previous work? Will the research community understand the topic and the results? Are the risks understood and mitigated? Can the resources be collected? After completion will the equipment be useful for other research?
