It entirely depends upon what you intend to do with the clone. If you just need to clone the promoter and propagate it in E. coli, then it really does not matter what plasmid you use. For example you could use pUC18 or Bluescript or pGEM or nearly anything else. However for more specialized experiments it very much depends upon what you intend to do.
