What other factors are contributing to the high discard rate of blood units in blood banks?

This question is based on the International Journal of Blood Transfusion and Immunohematology of Kavulavu et al. (2022) titled “Challenges facing blood transfusion services at a regional blood transfusion center in Western Kenya.” As stated in the article, there was a discard rate of 7.8% due to insufficient volumes after collection and transfusion transmissible infections (TTI). With this, what other factors contribute to the high discard rate of tertiary blood banks?
