The FFT or an image I(x,y) and its mirror twin I'(x,y)=I(-x,-y) have exactly the same modulus and thus power spectra. The phase angles either remain (cos -> cos) or are mirrored as well (sin ->-sin) and so if you measure amplitude and phase angle and for the latter don't know the signs then the two mirror twins are indistinguishable.
