Can the Jones-Wilkins-Lee model, used for modeling of explosives, be used for modeling of black powder deflagration? If so, where can I find the parameters of this model for black powder? I've tried to find it, but even though there are lots of sources for various explosives, none is available for this propellant.
JWL is not suitable for modelling BP deflagration. The reference curve for JWL is the CJ isentrope and it is used to describe the products of explosive detonation. The foundations of the relationship chosen to represent the reference curve, can be found assuming that the expansion isentrope of the detonation products issued form the CJ point is very nearly coincident with the Crussard curve in the pressure-material velocity plane.

Paper is quite useful.
In fact I'm trying to find a way to simulate a black powder deflagration in Ls-Dyna, but it seams to be impossible in direct way. Available papers uses external codes to calculate w presure transferred afterwards to Ls-Dyna model.
There was info that ignition and grown burning eos can be used for propellant simulation, but there is no parameters available for the black powder, unfortunately...
Artur, the UK Health and Safety Laboratory has a broad range of experience in experimental work with blackpowder deflagration, but I also seem to remember they did some work on modelling aspects too. You might like to look at their publicaitons pages to see if they can point you in the right direction.
