I am sure that neither SDS nor CTAB are soluble in hexadecane because they are not even soluble in benzene. I think that both are soluble in ethylene glycol because they are soluble in water and lower alcohols.

To dissolve SDS or CTAB in hexadecane you should use co-surfactant (most often alcohols).
