My understanding from reading related research articles published in the past few years is that, some regulatory roles have been ascribed to non-Coding DNA with plausible conclusions like "pesudogenes aren't pesudo any more...", "Non-Coding DNA could be genetic power player" etc. However there is not much authoritative information or research to explain the existence of the entire non-coding DNA in the genome (which is overwhelming the coding portion of the genome i.e, genes) even if it is just sticking around with no function. Isn't there a lot of room for research in this area?
