What is the possible relative expression value for 35S: over expressed gene in transgenic plant?

I was just checking the expression of my candidate gene in the transgenic plant. when I was looking at the relative expression of this gene in an overexpressed transgenic plant (35S/OX plant) it showed around 0.8 value compare to the reference gene Actin. Is it normally higher value or it make any sense?
