In the last decade, IC has received significant attention and is considered as a critical operator in developing organizations through proposing models for measuring intangibles. Intellectual capital is supported by many international bodies such as the OECD, UNDP and the World Bank. International bodies’ supporters have organized many conferences, workshops and initiatives in order to develop frameworks, models and indicators for measuring intellectual capital (Malhotra, 2003; Sánchez, et al., 2006; 2007; 2009; Lin and Edvinsson, 2011).

Without any doubt, intellectual capital or knowledge is now a crucial factor in creating an educated and sophisticated population, and it is definitely a major contribution to the economic growth and development of any given country. Both the public and private sectors need to control, manage and develop their IC continually. Furthermore, continuous control and development of IC requires measuring and analyzing the performance of IC through its components of knowledge, expertise and human resources. This explains why the intellectual capital is significant to both the communities and organizations (OECD, 1997).

In order to measure and analyze the Intellectual Capital (IC) of HEIs accurately and efficiently, a model with several measures and indices for measuring the Intellectual Capital of HEIs, need to be developed, which will improve the performance of organizations, control the input and develop better understanding of the nature of IC .
