Let us consider a table of random numbers.
For example, let us consider the Fisher and Yates table of random numbers.
It is a general acceptance or general agreement that this table is random (though nay not be scientifically verified).
In order to be random, this table is to satisfy some necessary and sufficient condition.
It is not known to me is there any such condition.
I need suggestion/assistance in this problem.
Thus, the question is:
"What is the necessary and sufficient condition for a table of numbers to be random?".
Any sequence of Random numbers should satisfy these two following properties:
(1)the values are uniformly distributed over a defined interval or set,
and
(2) it is impossible to predict future values based on past or present ones.
I donnot think there is anything particular to tabulated random numbers intended for the uniform distribution as the ones you refer to. I would put them in the general context of generating random numbers for which I find this to be a decent introduction:

So the test of a (pseudo-) random number generator is whether it generates numbers that are not predictable from the numbers earlier generated (cf @Chatterjee point 2).
As Iago Augusto Carvalho has mentioned, it is known to me that there are several of tests that measures the degrees of randomness of a set of numbers.
However, what can be concluded if different tests yield different findings in respect of the degree of randomness of the set of numbers.
I do agree with Tapas Chatterjee that any sequence of random numbers should satisfy these two following properties:
(1)the values are uniformly distributed over a defined interval or set, and (2) it is impossible to predict future values based on past or present ones.
However, it is necessary to test these two properties in the case of a set/table of numbers in order to know the randomness of the set/table of numbers.
May I request for suggestion on some test for testing these two properties in respect of a set/table of numbers.
