Let us consider a table of random numbers.

For example, let us consider the Fisher and Yates table of random numbers.

It is a general acceptance or general agreement that this table is random (though nay not be scientifically verified).

In order to be random, this table is to satisfy some necessary and sufficient condition.

It is not known to me is there any such condition.

I need suggestion/assistance in this problem.

Thus, the question is:

"What is the necessary and sufficient condition for a table of numbers to be random?".
