There are various sources of UV light, recently UVLED also used for photocatalysis , so to illuminate on TiO2 film, is there minimum power for UV or just normal UV LED is enough?
Best wavelength for exictation of TiO2 particle is 390 nm, what is the same energy like 307 kJ/mol.
E=hc/λ*A
h=6.626*10^-34 J*s
c=3*10^8 m/s
A=6.022*10^23 1/mol
E=307 kJ/mol
This is energy of 1 mol quanta radiaton.
Now you must convert it to watt. W is same like J/s.
But I don't know, how to convert kJ/mol to kJ/s, however maybe another people can help with this.

Technically, there is no minimum power. Even a single UV photon can excite one electron of TiO2. So the power (I assume you mean radiative flux) will affect the rate of the photocatalytic degradation. Best approach would be to try out different lamps, starting with the cheapest (usually lower power) and see what degradation rate is acceptable to your requirements.
