Of course, cloud-based analysis is always an option. However, is it the best option? That is very dependent on your needs. Rohan has well described the hardware needs, so you need to weigh up the costs of one vs the other. Cloud-computing will never remove the need for local computing especially storage. I would never depend on the cloud as my only copy of data, so you will need a local file server for 'back-up'.
What about your sample needs. Is this for human samples? Does cloud computing comply with your institution's anonymity requirements regarding patient confidentiality?
Finally, does this lab have any bioinformatics expertise? WES analysis is complex - it's not at all about clicking a button and waiting for the results. There's a very steep learning curve.
