Normally you inject those pipes with concrete, nad if you put those pipes on certain distance, say 30 cm, you should fill place in between with concrete. In such case,, every pipe should cover 30 cm of space around each pipe.
In 3d modeling, such pipe umbrella could be replaces by thin layer above excavation of 20,30,40 cm (depends of what you believe thats the space covered by concrete) with properties of weak concrete. Thats the simplier way to do it.
If you got only steel, than you calculate the area of the steel, recalculate it to the tickness of replacement layer, and put into the model a tiny layer of material of properties of the steel. (I dont recommend it because of grid problems).
There are other techniques too, but I suggest the first one. Is the simpliest.
