Flexible pavement responses to static loads are different from responses to dynamic loads. While a static analysis has to be performed for the long-term responses of pavement to applied loads, to examine the short-term responses, a dynamic analysis is necessary. Thus, in a dynamic analysis, the dynamic stiffness of material including both elastic stiffness and damping are taken into account. How they affect the fatigue life as compared to static loading of pavement especially when vehicles are moving at different speeds.
