According to the description in CRAN, RSNNS is the fastest since it is compiled and invoking SNNS(https://en.wikipedia.org/wiki/SNNS) through Rcpp. NeuralNetTool is not designed to use alone but with RSNNS and other package to facilitate visualization and analysis.

Other packages have their own merits. neuralnet is a traditional neural network package in R and there are lots of documents. (as in http://www.r-bloggers.com/fitting-a-neural-network-in-r-neuralnet-package/, http://www.di.fc.ul.pt/~jpn/r/neuralnets/neuralnets.html). nnet is more like a companion package for a book (www.stats.ox.ac.uk/pub/MASS4/) and has a limited functionality. But I think it is well documented and easy to use.

By the way it is not necessary to use the fastest package in this problem. It is relatively more important to select the easiest one for you to have a try. Then you can have a cup of tea when the system is running. Nevertheless, you time is more precious then the computers.

If you have enough time, it is better to implement the algorithm in several packages, in rare case there are some bugs.
