it should be noted that one of reviewer accepted my article without any comment, but another reviewer said that Paper is not acceptable in its current form, but has merit. A major rewrite is required. The author should be encouraged to resubmit a rewritten version after the changes suggested in the comments section have been completed
In the case of rejection, the authors become free to submit their manuscript in the same journal (resubmit) or in other journals. In the case of revise, the authors have to revise the major or minor comments on the manuscript at a particular given time. In your case, you can rewrite the manuscript according to the suggested comments and resubmit in the same journal with responses to the comments too.

As a reviewer for several scholarly journals, I can say that reviewer decisions on articles for publication depend on many factors, some important ones being:
- actuality of the topic discussed in the article
- language aptitude of the author
- the ability to convey and defend one's points succinctly, yet with sufficient evidence
- research performed following best scientific practice
- strong and correct statistics
- well performed literature review in the discussion portion of the article, presenting different facets of the issue
- valuable contribution to the development of science
Your case however is a peculiar one.
I have never heard of a reject with recommendation to re-write and re-submit. It is either a reject or a re-write and re-submit. Odd this one.

If, as you mention, the second reviewer has found merit and advises a major revision, re-write and re-submit within 10 - 15 days, following his/her recommendations as closely as possible (but without compromising your integrity or professional opinion).

In this case, I would think it would be easier to resubmit since one reviewer was OK with the manuscript and the other found merit with it. It is up to you to determine how much of a rewrite and to what extent they want and whether you are willing to do that. Resubmitting to another journal may put you in either the same position and cost you additional time. If you can meet/compromise with the criticism without feeling you gave up too much of your scientific integrity you should resubmit. If the problem is with correct language you should have the paper read by somebody with a good command of the language. Since you are at a university, there should me someone who could help you.
