I am getting confused with these terms. Are they represent the same part of the ER?

Another paper states "The endoplasmic reticulum (ER) consists of the nuclear envelope and a peripheral network of tubules and membrane sheets.

......

ER is a continuous membrane system that is comprised of the nuclear envelope as well as of a peripheral network of tubules and sheets."

From these papers, I understand that peripheral ER represent the regions of ER except nuclear ER. So my question is "do these terms indicate the same thing?"
