I think that would depend on your primary hypothesis. If you hypothesized that your intervention would cause a difference compared to baseline after the first month and you continue to monitor your participants for three that make your study a follow-up study. Otherwise, if expected differences have waited at the end of the 3 months, this would be an experimental one. In both cases, it may be presented with repeated measures.
How many number of groups? what is your treatment? In my opinion, if the subjects receiving the program, drugs, or policy intervention is chosen at random from the eligible population, as well as a control group is also chosen at random from the same eligible population. this design is RCT. However, if you proposal planed to receive some intervention (not randomized) and than follow-up and investigate their outcome. This design is called prospective cohort study. Mohmmed Faris
