Science Excellence is a key criteria needed in the evaluatation of reseach projects. What are the key factors that need to be assessed and their relative importance. How is this assessement best done and what evidence is there of proof of science excellence?

I would suggest suitable criteria could be identifying a gap in the literature, importance of issue to society and potential impact of findings. The research also needs to be achievable with the resources available.
Research proposals are just an approximate guide because the aims usually change as the the research is being done

Correct: At this (early) stage of proposal not much is known about the outcome and excellence of the results. What may count here is the suitability of scientific experts involved and the quality of questions being asked and the methods planned to be applied to address them, as well as the potential impact of expected results (economical, society). Clearly, also the newness of ideas and the intended way how to proof a thesis seem to be important for excellence.
In my humble parry, before counting the quality of the questions we ask and not so much the answers we already have or that we expect. Obviously we must consider the method used by the researchers, to endorse the results are not affected by limitations from our own insight / knowledge or if there are limits ranging to limit the same processes of analysis and therefore the same search results (BIAS or systematic errors). What lies with the researcher is therefore observe and analyze without limitation. We can not, in a prejudiced way, knowing the results of a study and its real impact, before the study is over and that the analytical processes are concluded. The social, economic and cultural importance of a particular result when we get that data and not before. In this regard it is essential to invest in research, without limitation, if we give a limit to the research put the same limits to science. Basically when we begin a study, we do not know what to expect results, but if we already know the results mean that the study can not be a realistic study because it contained such data or by wrong methods, on what we personally affected. The research, in my opinion, must be equal to the exploration of a new continent, we do not know what we'll find, what we can do is analyze in an open field where we direct our research.
