I think it depends some variables. Like quality, field, target samples, and ext.
Interesting question. I think getting in touch with some of the typical project coordinators in the European context like "PTJ Jülich" or "INTERREG" or "DFG"will get you more information. Their websites will be a good place to start for further info including relevant contacts.

It depends upon the researcher. All it requires is a good literature search, developing a background knowledge and methodology for your research.
