What is the best statistical package for RRR (reduced rank regression)?

I am an SPSS user but it doesn't appear to have an option for RRR. Can anyone recommend an option that is not too complex to understand, nor involve purchasing SAS?

Many thanks to both of you. I think cost of SAS might preclude that option for one simple project, but I will take a look at R.
