Despite having the lowest per capita electricity consumption, Bihar is not doing very well in making itself energy secure. There can be broad answers to this question but I want to know that what in your perspective or understanding is the most influential reason for very low level of adoption of solar energy in Bihar.

From my prospective, as I am also from Bihar, non-awareness among the people of Bihar about the benefits and long-term profit of solar PV is the main reason for poor solar energy adoption by Bihar.
I have seen in some UP villages that even a small shop owners are using 1 PV module for their electricity requirements.
Indian government has taken my steps by encouraging, subsidizing, and funding for many renewable energy related projects so that people can produce their own energy.
I feel that the government of Bihar should take some initiative to encourage and make sure that the people are aware about the benefits and the schemes related to solar PV.

While talking about the poor adoption, there should be clarity about the target population. Is the project talking about the middle class, poor people or ultra poor population.
There are factors other than Awareness which are responsible for the poor adoption of solar energy. Knowledge is also one of them. Many researchers have argued that knowledge is the subset of awareness but in this case, the project invigilator should explore the relationship between awareness and knowledge of the solar energy. Other than Awareness and Knowledge, Attitude of the people are also responsible. One can also explore the personal efficacy and motivation of the individual.
The market availability and cost of the solar energy system are another factor. From my experience, People in Bihar are very good at cost-benefit of any product purchase, and there decision are often influenced by short term benefit. There are other contextual and social factor responsible which should be explored.

Assuming that Awareness and Knowledge are the most pressing factor, what can be done to make people understand the benefits and importance of solar? Government of Bihar as well as Central Government have initiated several schemes related to solar which not only give financial support but also provides the required technological and consultation help. But still the installation and implementation of solar RETs on the ground have been very poor.
Lots of research is available on solar energy in India and specifically in Bihar where Center for Environment and Energy Development worked comprehensively but the level of adoption remains the same.
As per my perception, solar power is sufficient in Bihar but the awareness and education level are not sufficient to develop solar plant. so we need to educate and empower the peoples about solar energy utilization in day to day life. This is very important to use more and more solar energy.
This is an interesting point. Your correspondents agree that energy use in Bihar is very modest compared with, say, Western countries. Because of this, they use traditional energy sources of energy and don't see any need to change. Maybe a point being missed is that solar is only useful once the energy consumption of a society passes some threshold? In which case it might make more sense to focus efforts to introduce solar energy into those areas of India (and elsewhere) which are high, not low, users of energy?
