Your drug must contain amine group therefore you can convert it to one of its salt for example hydro chloride salt,then the salt will dissolve in water. Or you can dissolve you drug in very dil.HCl then use it.

You can also try to dissolve your drug in DMSO and then dilute it in 10% solution of (2-hydroxypropyl)-beta-cyclodextrin in PBS to working concentration (note, that the final DMSO concentration shouldn't exceed 5%). Otherwise you can use oil-based solvents, however you cannot use any oil-based for injections, only for P.O. administration.
