PVP is soluble in Methanol. PVA is soluble in water but it has to be stirred vigorously and based on molecular weight often needed heating.

i solubilized all three polymers in water at higher temperature. i made the nanoparticles of pharmaceuticals with these polymers, i want to check the encapsulation efficiency precentage, so if both drug and polymer soluble in organic solution then i can be able to calculate conc. or amount of drug resent,

There are mainly two solubility parameters for polymers. Hansen solubility parameter and hilderband solubility parameter. From literature or books yoou can find solubility parameters of your material. Then, you can get an approximate idea about their solubility by comparing it with solubility parameter of the solvents. For PVA, it depends on the degree of hydrolysis of the material; try ethyl acetate if the degree is relatively low. Some PVAs are also slightly soluble in alcohol (ethyl).  Do you have access to the Polymer Handbook (Brandrup and Immergut)? It will have a chapter on solubilities of polymers and you could look up solvents for the individual polymers

PVA is soluble in water, slightly soluble in ethanol, but insoluble in other organic solvents.

Water is the solvent other than that what are the solvents for these polymers

No, it will not soluble completely in chloroform, toluene and chlorobenzene. It is completely soluble in warm DMF depends on degree of hydrolyzing groups

I just checked DMSO for fully hydrolyzed PVA with Mw=60KDa.

It dissolved the PVA (5wt.%) at elevated temperatures.

So, surely, DMSO can dissolve PVA with lower degree of hydrolysis.

I did not check higher conc.

then match these parameters with those of a suitable solvent or a solvent mixture.

All polymers are soluble in water or mixtures of water with lower alcohols. The solution is often slowly and the solutions can be very viscous. 

For PVA, all you need is just hot water (approx. 90 °C) and continnous vigorous stirring. It may take from 30 min to a couple of hours depending on the molecular weight and concentration of the polymer you are using. 

The best solvent for polymerization of N,N-isopropylacrylamide is tert-butanol but according the literature in the link also benzene is possible. If this is true also chloroform should work but it has a higher chain transfer rate as tert-butanol or benzene. This will result in lower molecular weights. For this reason I would recommend tert-butanol.

What if I want to disperse a PVA or PVP solution in some powder, so the binder (these two polymers) gets uniformely distribuited around the powder? I'm using dichloromethane for the first one and it works well. What could I use for the PVA? Deon, the Polymer Handbook (Brandrup and Immergut) that you suggest is super expensive and I can't find it on the internet. Anyone?

PVA in hot water or DMSO, PVP in THF

I worked with PVA (Mw~86-124 kDa and ~150 kDa, 95-98℅ hydrolized) it is soluble very good in water especially if you heat it up (50-60 °C), but in any cases dissolving time is about 12-24 hours.

Regardind the PVP: I succesfully prepared solutions of PVP (Mw about 50 kDa) in water, absolute ethanol, 96℅ ethanol with a concentrations up to 50 wt.℅ even without heating and in short period of time (in about 1-2 hours). Also there are some articles about preparation of PVP (Mw ~ 1'300 kDa) solutions in DMF with a relatively high concentrations.

PVP is soluble in water, ethanol, DMF, NMP, etc. PVA is soluble in hot water, DMF, etc.

PVP is soluble in water and in most organic solvents such as alcohols, some chlorinated compounds such as chloroform, methylene chloride and ethylene dichloride, nitroparaffins, and amines. It is however insoluble in hydrocarbons, ethers, some chlorinated hydrocarbons, ketones and esters.
