What is a good normalizing gene for proliferating/differentiating cells and terminally differentiated cells?

We work with chondrocytes and finding it difficult to determine a suitable normalizing gene for proliferating and terminally differentiated (hypertrophic) chondrocytes. We want to compare gene expression between these cell types. 18S, TBP (TATA binding protein), aggrecan don't work. They all have higher CT values in the terminally differentiated cells. Thoughts, anyone? Any clues from other cell systems?

We have been trying RPL13a and RPL0 for monitoring diferentiation of human MSCs towards chondrogenesis and osteogenesis and have been pretty happy with the results.
