Dear Dr Anthony Baidoo . This depends on the format assigned by the journal . Each journal has its own format . The first author in the paper should put first always in writing the text.

However, these are indicated also when there is not more than one publication per cited author. This format of "author(s) + year" is also used to indicate clearly that this is a citation. A less important side effect is that it can be seen from the citation in the text (without consulting the list of references) how recent the cited publication is.

Dear @Anthony Baidoo For referring works of previous researchers in the running text, the style and format may vary depending on journals. In some journals, after author(s) names reference number (instead of year) is written. For two or more citations in the text, citation is usually in ascending order of years. Within the year, it is usually in ascending order of the months of publication. While citing author's names, for single author, there is no problem as simply title of the author followed by year is written. For citing two authored papers, there may be difference in citation style (eg, Choudhary and Singh or Choudhary & Singh). For more than two authors, the usual system is writing the title of first author followed by et al. (eg. Choudhary et al.). Still in others, title of all the three are written (eg, Choudhary, Singh and Chouhan). In some journals, only reference number is written as superscript number at the end of the sentence.
Relevance and publication date are key since citing very old work may mean that you miss some recent developments in that domain.
What I am seeing here appears to be APA citation style. I think it is less the selection of authors but more the selection of peer-reviewed articles that support the claims you are making. Ideally, you select recent articles (within the past 5 years) that support your claim. If there is a high-quality literature review or meta-analysis (high quality = peer reviewed and published in a good journal [impact factor being an indicator of this]) that has been published on the topic, I would make sure to include that.

It is pertinent that in-text citations has connections or is related to facts been said or issues been raised. For a scientific writing, authors can find related works to support or affirm their scientific papers.
About the year, the year matters. Depending on the theme researched, I recommend that the year should not be more than 5years or 10years behind. Sometimes more recent as some research are more current. This will aid in buttressing the issues presented on the paper.
