Since all these diseases are viral, controlling them is very difficult once it is spread.  When we see news reports about the on set and spread of such diseases it is amply clear that it has a social dimension also. One should focus more on society and create awareness for healthy living. Even if there is an outbreak common man should know how it can be controlled from spreading alarmingly. An expert international group of scientists and sociologists should be formed to analyse the root cause of out break of such diseases. 

As many of the emerging viral infections belongs to RNA viruses, which in particular have high mutation rates and better immune evasion strategies. Hence, development of vaccines are quite difficult for these emerging viruses with large host range. Their zoonotic potential further worsen the scenario. As per my knowledge the best control measures which we can adopt are to reduce the selection pressure on viruses so that they reduce their tendency for mutation, this can be achieved by stopping encroachment into  natural territory of wild animals, inter-mixing and transporting legally or illegally different animal species and keep a good monitoring and surveillance system in country for containment of any epidemic. 

Many of these diseases are emerging in areas that have previously been identified as emerging disease hotspots. I think it's important to build up the public health infrastructure in these regions, and develop programs that allow more rapid global response to local disease outbreaks. While we may not be able to prevent the emergence of viral diseases, we should be able to contain them and minimize wide spread suffering.

I think public health system is crucial to control such kind of diseases. Deceloping effective treatment methods would be too late after they are spread. Different strategies we could think of depending on the regional situation. For those developimg countries improving hygiene is always important, clean water, nutrition, healthy lifestyle, etc. while for developed countries, for example outbreak of measles in US, it results from insufficient vaccination, or the conflicts between health practice and ideology. The problem there is to handle with the conflict. And one more thing is effective international cooperation after the outbreaks of those fatal diseases. It could be better than it is in prevetion and control of Ebola in west Africa. 

Thank you all. @Michele's ,have visited ICD-10. But the next one will be only in 2017. I do not know whether they have suggested newly muted virus like Ebola, swine flu etc. Do'nt you feel that still more efforts are needed to educate mass, since a government only can not carry out any measure sucessfully until general public is aware of such outbreak. Often we observe that by and large people are indifferent towards newspaper's suggetions to curtail an outbreak.

Creating general awareness is essential where mass is involved. NGOs and other non-profit organisations should come forward for a sustained awareness movement globally. After all this is for a good cause as health is our wealth.

Surveillance for early detection is crucial. That will enable curtailing of such emerging diseases to a localised area. Awareness about such emerging zoonoses needs to be created, especially in hotspot areas among public health and animal health personnel. Capacity building for surveillance and response is also required in many such countries. The focus should be on early detection and prevention. Lessons are to be learnt from the Ebola outbreak....

Instead of 'global' I shall focus my answer on 'local,' specifically 'Africa,' the continent shaped like a question mark coincidentally! The recent Ebola outbreaks in Africa have shown us in Public Health and Community Medicine that we have not learnt lessons from the early AIDS epidemic of the 1980s / 1990s.  

It was almost a repeat, in 2014/2015, of addressing the early AIDS' beliefs of transmission; myths and witchcraft; lack of knowledge, awareness and understanding; stigmatisation; the orphans epidemic; conspiracy theories about the West and procrastination; traditions of touching, washing and dressing of bodies before burials...the list is endless.

Africa through its political leadership has not featured well in addressing Public Health risk factors summarised as the "BEINGS" Model. (Source - Epidemiology, Biostatistics & Preventive Medicine, 2nd Edition, ISBN 0-7216-9079-3).  BEINGS standing for Biologic factors and Behavioural factors; Environmental factors; Immunologic factors; Nutritional factors; Genetic factors; Services, Social factors and Spiritual factors.

In both the early AIDS epidemics and the recent Ebola epidemics the lack of "S" played a major role in the thousands of preventable infections and thousands of preventable deaths. The lack of Clinical (medical and nursing) SERVICES; the lack of basic health infrastructure;  the lack of social services; the issues of sanitation; the role of the faith (Christian and Islam) community leaders whom Africans tend to listen to more than to medical personal. The delayed sensitisation, awareness raising and community mobilisation using social media which is a key resource amongst the young generation all contributed to the carnage.

If the "S" could be addressed in colour pictures in Health Promotion, the impact would be more and hopefully the communities would be better prepared for the next epidemics, which are highly likely as history as shown. Our leaders must understand that Africa is a genuine case of "Prevention is better than cure" ...so long as we understand the "S" in "BEINGS" and implement it for the human beings in our local communities.

I feel what is actually needed is effective IMPLEMENTATION of existing strategies! The problem so far was not lack of strategy but its implementation.  

Up scalling existing strategies, including universal vaccination coverage of available vaccines. But also, research into better cheaper vaccines; research into possible environmental and host ( lifestyle/ immune related) factors previously unknown that contribute to the outbreaks.

Dear Tilahun I agrree with your remark that lack of strtegy is one of the main cause of spread of outbreak. But ,cooperation from public is also plays an important role. For example in recent spurt in swine flu in India a large number of people spanning from business men, engineers asw ell as students are unawre about cause, precaution as well as whta type of medicine should be used to control swine flu.
