Green IT is a fast growing blanket of IT which also spans through the whole environment. A great number of Hardwares with softwares integrated were designed in the past but consumes a great amount of energy. What area/aspect can we help in. Example. Reducing screen brightness to save Energy is in play, sleeping the computer system when not in use is in play.

your question is easy to answer: In all computers and in all other computer-controlled devices, the processor central unit (CPUs) should be adapted to their actual load. Every computer and every device should only consume as much energy as it really needs to "handle" its load.
To realize this principle, the CPU clock rate must be adapted to the CPU load. To save energy, a "load-dependent CPU clock" must be realized. This requires a special program in the operating system. When a computer system sleeps, its CPU clock rate is minimal.
