First, you must consider the aim and scope of a journal. The article must fit within to be possibly published in this journal. Second, the indexation of a journal is important. This is mainly important for institutional and national evaluations, where indexations such as SCOPUS, ScienceDirect, WoS, and in Mexico CONACyT, are important. Furthermore, one can care about a position of a journal in a particular research area (quartiles), length between submission and publication, number of articles per issue, and rejection rate. However, from my point of view, the most important is the scope and aim of a journal. If your article fits within, then you should not worry about indexation. This will help to increase quality of journals not indexed in the above mentioned databases.
