I would vote for Faraday Electromagnetic Induction Effect, as basis of Modern Electricity. But peers may have different opinions. Please, share your opinion.
it strongly depends on the significance. Your proposal is a wonderful idea for techniques. I prefer the vote for photoeffect, because its one of the leading papers for atomic physics (nobel price for Einstein).

principles like Heisenberg's uncertainty principle are wonderful that show us our limitations i.e. the extent to which we should invest time, resources etc. in other words ENERGY CONSERVATION. if such principles could have been identified (if they exist at all)in other fields of science, our growth could be optimally channelized
Principles are no effects. They are only the axiomatic basis of our scientific thinking. Now speaking about principles energy conservation is, to my opinion, #1.
All effects are important for some specific field of physics, and it seems to me difficult and meaningless to create a hierarchy.
That said. You ask for physics and you are therefore speaking about science. So that what could be more important as the pendulums oscillations isochronism. This effect as it has been used by Galileo to found mechanics is at the very root of science and must then be considered #1.
Ultrasound has been useful to Medicine and to humankind as one of the safest more accurate diagnostic tools, that we use to save lives. One of the best links between pure Physics and the Society, that I could rapidly think of.
I think the latent heat of condensation is very important, especially now with climate change.
It is the energy that makes hurricanes & tornadoes real "community killers" and still hardly anyone knows the source of their power. It can be reversed by human intervention, don't wait for a hurricane to kill you, wake up and obliterate it!!
If you don't know how, ask the Chinese Ministry of Weather! They know how, or anyone else can find out. It is not a difficult task. Evacuating whole towns and cities when a hurricane / tornado is coming is a much bigger task.
Tesla’s wave and particle-like description of light!
"As far as I know, no standard text on the history of physics mentions Tesla even though these ideas would lead to Nobel Prizes when they were further developed by Rutherford and Bohr (with their solar-system description of the atom with electrons orbiting the nucleus) and Einstein’s discovery of the photoelectric effect, which was equivalent to Tesla’s wave and particle-like description of light..."
Certainly the discovery and quantum mechanical interpretation of the effect of interaction of electromagnetic wave with matter is essential in understanding many phenomena including adsorption and radiation of electromagnetic wave from radio frequency to x-ray, to alpha particle, and etc. Marvelous applications are well-known in physics, chemistry, medicine, and engineering. The most widespread application which is used daily by scientists is the synchrotron radiation in research works in basic science and multidisciplinaries and MRI by clinical specialist in treatment of patients.
there is no doubt that the discovery of Faraday effect had a strong impact on the development of electromagnetics and telecommunications as we know them today. However, rating is relative, and there are other very suggestive effects, such as resonance and nuclear effects. In my opinion even surface effects are promising and are worth studying in depth.
Put simply, every idea, every step in the cosmos has had equal importance and has had equally important significance because it is that idea, invention, creativity or step that has led to the next important step ...for the sake of argument, however every step that forgoing debaters have put forward have had number ! effect in the development of physics (please do not forget physics is inseparable from everything else, it is a way of seeing things as is chemistry biology etc.)
