I attach 2 papers, describing effect of viscosity increase of polar liquids, submitted into strong DC Electric field. Moreover, the liquids cease to be simple Newtonian, becoming Rheological bodies Instead. 

However, Andrade and Hart (1953), experimentally demonstrated that in AC Electric Field, the effect is frequency dependent and disappears at f = 500 Hz.

Thus, effect depends not from the state of individual molecules, but their clusters instead. The standard Dielectric spectroscopy completely misses this effect.

An experimentally strong Physicist or Physical  Chemist, interested in liquid state, is capable to develop this spectroscopy, providing answers on the size of clusters and their internal structure, which no one can answer today.
