Calculation of an Impact Factor is a complicated process but considers any of these important quality aspects. We work to publish articles that meet the criteria for scientific quality. If this leads to a higher Impact Factor, we have nothing against that.
Never. Every one should understand that why impact factor came into effect. Earlier, it was used for the library systems. Later it was accepted by scientific research groups.. sounds rubbish....

I just want to add another point to the friends idea and that is the other determining factors that indicate a journal quality.
Recently, the "Q" parameter and the journal "h-index" have been considered as important factors for determination of a journal quality and these parameters are becoming even more important than the impact factor.

Actually, the Impact Factor is a criterion and measure for scientific quality of the journal and reflects the frequency with which the journal’s articles are cited in the scientific literature. Because impact factor is determined by citation frequency, it makes sense that it would correlate strongly with quality as judged by researchers, who themselves generate citations. Due to quest for quality, researchers often prefer citing articles from journals possessing higher Impact Factor. Starting from traditional impact metric to present date, impact factor is measured for journals to grade their value.
From the other hand, one more factor that characterizes a quality of scientific journal is the journal's history. For example, IF of «Colloid and Polymer Science» is 2, but let us consider, that journal was published for the first time in 1906 («Kolloid-Zeitschrift und Zeitschrift für Polymere»). That is means, that Journal have more than century history. In this Journal published articles the Nobelist`1925 Richard Adolf Zsigmondy, for example.
That is, as a conclusion, we can see that quality of scientific Journal is determined both by Impact Factor and Journal's history.
