In both cases the paper should be indicative of following ethics and standards. Also plagiarism is not allowed in either. The main difference would be that the research paper must be strong enough to muster the critique and review by "subject matter experts." It should be brief enough to fit into the format of the journal. The thesis on the other hand may be longer and must satisfy the requirements of the department/university which may be somewhat different from publishing requirements. Additionally committee members of the defense may not all be subject matter experts and so the writing should be geared to address their questions or concerns.
