One that has an editorial board with names you are familiar with and who has a very strong scientific record. One that you can browse on the web in order to see that it is a serious one - a journal that publishes REAL papers, that are peer-reviewed, and which do NOT have a page charge. Ideally you have a colleague who you trust and who can initially guide you towards those good journals. I wish you good luck!

Dear @Ramana, I vote for quality, of course. There are many advantages of OA publishing Journals, but there is to many garbage in terms of quality. Money, money, money...

Dear I agree with Michael Patriksson and Ljubomir Jacić but internet is full of like these journals and no one knows who is human (means correct).

The motto of (Publish or Perish) has been more destructive than what its originators envisaged because some devious persons utilized the urge of the academics to keep the jobs for monetary gains. " Rubbish" journals appeared which will publish any paper as long as money is paid. Had the motto been "Publish & Cherish" , a better story would have happened, in my view, since fear of punishment is behind this publication corruption.

I donot accept the Jeffrey Beall list where in journal publishers having a track record of more than 5 year and that some of their journals are listed in reputed indexing agencies.....

So the list does not argue for any good and that we must accept that the individual journals standard depernds on the quality of scientific committee that includes editorial and reviewing boards

The notoriety of some publishing house is now recently very obvious. The desire for publication charges is a major factor. some institutions also set unattainable publication target to academic staff. The riddance to this rubbish is to encourage institutionalized publication program sponsored  by institutional funding and also to emphasize impact factor in archiving and publication acceptance

I believe that ethics is a subjective

criterion, that a researcher should necessarily

communicate his work, and that a journal/publisher

should follow a foolproof process that finally results

in publication/rejection.
