It may be true in some specific cases but one can not say this for all the project related interviews. The PI, would like to hire some one who can contribute to the research efforts and not be burden on the project, as he has to deliver within a specific time period If he hires some one who does not fulfill the requirements of the post, the work would suffer. If however, the PI feels that an internal candidate is most suited for the type of work to be done under a given project, I find no harm in hiring such a person.
