Let me rephrase: photon has 3 components, but polarization tell us to use only two transversal components. And we will get "photon" as flat d=2 object.

Well, a photon isn't a 2D object, but what you are asking about now is a cross section and fortunately somebody else also asked that on Stackexchange:

You may find the answers there unsatisfying, but when you ask about the cross section of a photon, which is a point particle, you are already in a territory of massive physical fishiness, if you allow me to say so.
