I agree with Felipe, genus is Ocnogyna. The species is O. loewii, the only species of the genus Ocnogyna occuring in Iran, according to Dubatolov & Zahiri (2005).
Distribution in Iran: Ardebij, Lorestan, Khuzestan, Chahar Mahaal & Bakhtiari, Tehran, N. Khorassan, South of Fars, Bushehr. The caterpillars live in large agregates in a web nest on grass or herbs during February-April (Dubatolov & Zahiri 2005).
The caterpillars of this species fit perfectly with the ones of your photo. The caterpillars of Ocnogyna clathrata also look very similar, but O. clathrata has a more western distribution, occuring only in Lebanon, Cyprus, and Rhodos Isl. (Greece) according to Witt & Ronkay (2011).
