You may be interested to check the publications of Jelle Hielkema FAO Remote Sensing; he worked and published from the 1970s onward on locust monitoring with the then novel tool. The idea was to identify the sites were the plague was developing by monitoring green plant biomass development , spray locally against the insect before swarms could spread. Weather events are probably essential for outbreaks and if so, most likely climate changes will impact as well. However, the phenomena is as ancient as the old testament and survived the Roman Climatic Optimum and the Little Ice Age.
